Richard is the Chief Procurement Officer at the University of Sydney. He is responsible for the combined strategic and operational procurement function at the University, with third party spend exceeding A$750M in a highly complex stakeholder environment not untypical for university sector procurement. He is currently reviewing options for an improved procurement operating model and a renewed "roadmap" to transform procurement performance: delivering better financial benefits and importantly an improved customer service mapped to the business needs of our myriad stakeholders.

His earlier experience at RailCorp covered every aspect of corporate wide procurement transformation - his last role there was as General Manager Strategic Procurement and Supply for 2 years. Richard is a member of the University Procurement Hub Steering committee.

After an extensive career with Australia Post in Retail and Logistics as a senior leader, in 2001 Tony pursued a career in procurement motivated by the strategic role and importance he considered procurement would play in the future commercial sustainability of organisations.  In 2005 Tony took up a senior position with Ergon Energy Corporation Limited as the Group Manager Procurement and Logistics, and with several iterations of corporate restructuring under his belt, Tony now has a singular portfolio that focuses solely on procurement for Ergon Energy Corporation Limited; a government owned utility that provides generation, transmission and distribution services to customers across regional Queensland.   Having worked in the Government Owned Corporation sector for most of his working life, and over the last 14 years in procurement including working closely with other utilities and Queensland Government, Tony has acquired a wealth of knowledge and understanding of the challenges that government agencies and corporations face on a daily basis in delivering delivery value for money procurement outcomes to the benefit of customers and community.

Kaljit Bhachu is the Director, Supplier Diversity for NSW Procurement. Before this, Kaljit’s search for purpose brought her to Australia from the UK where she had previously worked for the likes of Carphone Warehouse and Woolworths Group. Since 2007 Kaljit has work for different organisation in Australia, including ActewAGL, Commonwealth Bank to then join Leighton in 2013 as Group Supplier Diversity Manager. In this role, she developed a strategy to focus on the supplier development of under-represented groups by more than tripling spend with Indigenous businesses - ensuring the procurement function was leading the charge. Kaljit also started mentoring a young woman with the Australian Indigenous Education Foundation as well as becoming a mentor to migrant girls from Asia, helping them understand their world of two cultures. Kaljit’s commitment and achievements in Supplier Diversity were recognised in 2014 when she won the Supplier Diversity Advocate of the Year Award.

Mr. Frank Brunetta was appointed as Procurement Ombudsman on January 4, 2011. In his role as Procurement Ombudsman, Mr. Brunetta leads a team of professionals whose overall goal is to promote fairness, openness and transparency in federal procurement.

Before joining the Office of the Procurement Ombudsman, Mr. Brunetta was Assistant Deputy Minister of the Departmental Oversight Branch, Public Works and Government Services Canada (PWGSC). His responsibilities included providing independent assurance and oversight on the prudence, probity and transparency of Departmental operations. Mr. Brunetta is also the former Chief Risk Officer for PWGSC.

Since joining the public service in 1978, he has worked in various capacities at Agriculture and Agri-Food Canada where he occupied the positions of Director General, Special Initiatives and Director General, Audit and Evaluation Branch.

Mr. Brunetta holds a master's degree in Public Administration from Harvard University and is a graduate of the Queen's University Program for Public Executives.

Phil Chalkley joined the Department of Justice & Regulation in February 2014, as the Chief Procurement Officer, in Corporate Governance and Infrastructure.

Phil provides overall leadership in procurement, with ownership and responsibilities for the development and communication of procurement policies, process, enterprise capability and systems.  Phil also oversees performance of all procurement, contracting and supply management operations and compliance by the Agencies and entities within the Department portfolio.

Phil has over 20 years’ experience in procurement for private and public sectors, leading transformation programs and managing the delivery of category and sourcing programs, offshore outsourced services, key supplier improvement and assurance programs, and eProcurement systems for leading organisations, in Australia, United Kingdom, and the United States.

Phil has worked in a wide range of industries covering energy utilities, financial services, government, telecommunications, consultancy, FMCG, and retail.

Phil is focused on delivering strong commercial value through collaboration and consultation with stakeholders and suppliers, developing clear strategies linked to core business objectives using detailed analysis, risk mitigation, opportunity generation and applying efficient and effective category and sourcing practices.

Greg Edmonds (MCIPS) possesses over 20 years’ experience in procurement, contract management, probity, change management, and training in the field of procurement and contract management. In 2006 Greg established Project Procure Pty Ltd. The company has since grown substantially and enjoyed international success delivering services to provide procurement and contract management support as well as develop procurement capability in both public and private sectors.

Sara is currently General Manager of Procurement at Auckland Council which is the largest council in Australasia, with a $3 billion annual budget, $29 billion of ratepayer equity, and approximately 8,000 staff. The council began operating on 1 November 2010, combining the functions of the previous regional council and the region's seven city and district councils into one "super council" or "super city". Prior to this role Sara was the General Manager of Commercial Services at the Ministry of Business Innovation and Employment (MBIE) in New Zealand. MBIE is the agency responsible for New Zealand’s economic development and comprises a broad range of functions including immigration, infrastructure and resource management, science, skills and innovation, labour and commercial environments and market services. MBIE is also the Procurement Functional Leader for the NZ government so its internal procurement team needs to be exemplar. Before this Sara has had 14 years’ experience in both public and private sector procurement and commercial roles including heading the Corporate Procurement and Property function at the Accident Compensation Corporation and running the Wellington Regional branch of New Era IT, a company that provides complete ICT solutions to the education sector.


Alan Haynes

An internationally experienced and competent senior procurement leader with deep experience in all aspects of the supply chain including creating and developing procurement strategy, implementing strategic sourcing and category management, staff development, procurement processes and procedures. His career has spanned over 35 years with his early years spent as a Supply Officer in the Royal Australian Navy, where he worked through the full range of logistic support functions including providing support for both land and seagoing assets, major projects and policy creation.  Following his time in the Navy he has introduced and created modern procurement methodologies in companies as diverse as Boral, Boeing, Broadcast Australia, Rio Tinto and One Steel.  His current role has involved the transformation and integration of procurement processes and procedures across a diverse workforce.


Andrew Jacopino

Andrew is the Executive Director of Performance Based Contracting (PBC).  As the ED for PBC Andrew now leads the Capability Acquisition and Sustainment Group’s PBC Centre of Excellence which is responsible for a range of performance related documents and activities that supports the safe, effective, efficient and affordable sustainment of Defence materiel such as ships, vehicles, helicopters and aircraft. Prior to joining CASG Andrew has spent the last 6 and half years in commercial consulting having applied PBC from both a buyer and seller perspective.  During this time he has worked on a range of projects both domestically and internationally including in Australia, New Zealand, USA, UK, Switzerland, Canada, Singapore and Malaysia.  As a former Royal Australian Air Force engineering officer with almost 20 years of logistics and engineering experience he has spent time in various operational and sustainment organisations.  As part of this career he lead of the Aerospace Systems Division (ASD) Reliability, Availability and Maintainability (RAM) cell which lead to his involvement in the initial development of PBC within ASD resulting in the ASD PBC Handbook in September 2005.


Charles Jobson

Charles Jobson is the Director of Advisory Services at NSW Procurement and is responsible for the provision of internal consulting/advisory services, procurement capability and supplier diversity. He has recently joined NSW Procurement in 2015 and has been building a newly formed consulting/advisory practice  within NSW Government.

Prior to joining NSW Procurement Charles was an Engagement Manager at Infosys Portland where he worked in consulting and managed services across multiple industry sectors. He has also held various senior procurement roles in Westpac and BT Financial Group.

Siju Johny is the Head of Procurement and Contracts for NSW Trains and got the full responsibility for Sourcing, contract management, supplier relationship management, Probity and governance. He joined NSW Trains in 2013. Under his leadership NSW Trains was awarded as the first Public organisation in Australasia to be certified for Ethical Procurement by CIPS.

Prior to joining NSW Trains Siju was the Group Strategic sourcing manager in Optus and have also led the successful implementation of SAP contract management module for Optus. He has also held various senior procurement executive roles in Westpac, Veolia, Portland Group and Caltex.

Siju holds a master’s degree in Business Administration and is a qualified Charted Accountant. He is also a member of Charted Institute of Procurement and Supply(CIPS). In recent years Siju’s efforts in Procurement was recognised through Best Procurement Initiative in Australia award by CIPS and Most Successful SAP Implementation Project 2013 by SAP.

Paul Kruspe is an experienced senior executive of the Australian Taxation Office (ATO) and has worked broadly across the organisation since 1999. Paul has been the driving force behind some of the recent dynamic changes made to ATO debt collection and lodgement capabilities. Some of the initiatives Paul has overseen include; the introduction of lodgement performance requirements for the tax profession, the development of diversity programs; the incorporation of behavioural economic principles to debt and lodgement strategy; and the introduction of external collection agencies.  Paul has partnered extensively with external bodies and has spoken at numerous conferences and seminars.

Paul’s current role as Assistant Commissioner Procurement is responsible for leading the agency’s procurement branch and is accountable for the integrity of procurement, contracts, accounts and travel. ATO procurement represents over $1 billion dollars of spending per year, and requires oversight of complex contracts. Paul is also responsible for enhancing commercial contract management capability across the ATO and contributing to cost and efficiency savings. Paul represents the ATO in a number of external forums helping to drive whole of Australian Government initiatives by engaging across the broader industry to understand commercial trends, across various suppliers and across the broader community to understand impacts of contractual decisions.

Lorraine joined the Ariba team in 2014 to lead the Value Engineering (VE) function for the ANZ region.  The VE team works closely with our major customers to streamline business analytics and improve procurement decision making, by delivering strategic advice, undertaking program planning and business case analysis.

Lorraine has nearly 20 years industry experience across a range of sectors covering FMCG, Manufacturing, Supply Chain, Heavy Freight & Logistics, ITC Management Platforms, Energy and Sustainability, with the past seven years focused on Strategic Procurement and Change Management Initiatives.

Most recently, as Procurement Strategic Specialist, she led a major whole of Government Utilities strategy, as part of the procurement transformation division of the Queensland Government.  To achieve this “Whole of Government” strategy, Lorraine successfully engaged senior government stakeholders in a complex political and commercial environment.  She identified savings initiatives and led the tender campaign, achieving ongoing savings in energy purchasing over the next 2 years and a transition towards a market driven indexed mechanism into the future.  The immediate dollar savings were accompanied by major improvements in data aggregation and access to enterprise data warehousing systems, which will enable ongoing operational efficiencies over the next 5 years.


Justin McKenzie
Procurement and Supplier Manager

Justin McKenzie is the Procurement and Supplier Manager for the Northern Territory’s sole utility provider ‘The Power and Water Corporation’.  His responsibilities include the end to end management of procurements within the Corporation as well as the management of a multidisciplinary team of procurement and administrative staff, managing construction, goods and services acquisition contracts, within a unique and developing procurement framework. His experience includes capability development, logistics and supply chain management, as well as system design and integration. 

Prior to joining the Power and Water Corporation, Justin was the Procurement and Supply Manager with the Northern Territory Police Fire and Emergency Services where he implemented new procurement and supply chain policies, procedures and systems to improve service delivery and reduce costs. Justin developed and honed these skills during his twenty five years’ service as an Australian Army Officer, working throughout Australia and abroad. He has Masters Degrees in Business and Management.

Michele joined the Department of Education and Communities in 2011 bringing her prior commercial and government procurement career experience. As the Director, Category Management (Goods & Services and IT), Michele leads category teams through the development and implementation of procurement category strategies that realise set benefits and supports achievement of education, community services and NSW Government objectives.

With a focus on strategic outcomes to further enhance business goals, Michele led the development of the category management framework as part of the Department’s accreditation process.

Michele is responsible for developing strategic approaches, methodologies and relationship and network building that directly influences the Department’s significant Goods & Services and Information Technology spend of $764M per annum.

She is a member of a number of Whole of Government Procurement and Technical Standards Committees and Working Groups and is the lead of the category planning for the Whole of Government Work Office Supplies category.

On a professional development note, Michele has a Post Graduate Diploma in Purchasing and Supply Management from the University of Ulster (UK), is a member of CIPS and is pursuing her MCIPS recognition.

Tania Scott joined Stanwell Corporation 14 years ago as a contract specialist within Procurement and now heads a team responsible for the category management of an annual addressable spend of $700 million.  She has an active interest in the use of technology in the contracting lifecycle which has resulted in her involvement with the implementation of Stanwell's ERP system and being Project Manager for, and custodian of, the Open Windows Contracts products used at Stanwell since 2003. While studying in the United Kingdom, Tania undertook a detailed review on the applicability of e-Commerce practices for the Royal Air Force’s Maintenance Organisation. 

Prior to joining Stanwell, Tania was a Logistics Officer in the RAAF working in such diverse roles as transportation, exercise logistics as well as contracting for complex major projects within the Defence Materiel Organisation.

Tania holds a degree in Business and Masters Degrees in both Science (Supply Chain and Logistics Management from Cranfield in the United Kingdom) and Applied Law (from the University of Queensland).

John Sheridan joined the APS Senior Executive Service in 2002, after 22 years in the Australian Army and three in the Defence Science and Technology Organisation. In Defence, he was the lead IT architect and, later, responsible for the design and development of IT systems. 

In the Australian Government Information Management Office, John negotiated the Microsoft Volume Sourcing Agreement, managed major ICT budget reductions, and led whole of government matters such as australia.gov.au, data centre strategy, coordinated procurement, industry engagement, and telecommunications services.

In February 2013, John became the first Australian Government Chief Technology Officer. In addition to his responsibilities for ICT, coordinated and general procurement policy and operations, John assists the business community as the Australian Government Procurement Coordinator.

Sanjay Sridher is a Managing Director for Accenture’s Health & Public Service business, leading Procurement and Sourcing Services in Australia and New Zealand.

Prior to joining Accenture, Sanjay was a Senior Executive with the NSW Government’s Department of Finance and Services with operational responsibility for running a complex multi-agency services business. He oversaw many cross sector change initiatives as a member of the Corporate and Shared Services Reform Committee and the ICT Capability Reform Steering Committee. He also chaired the working groups for ICT Procurement and Central Agencies Commissioning. Additionally, in 2013, Sanjay became a member of NSW Government’s first Innovation Leadership Group.

Earlier experience includes roles in the private sector for a global construction and engineering firm, the UK Civil Service as Head of Business Change for Her Majesty’s Prison Services and Head of Service Delivery for the Foreign and Commonwealth Office.

Martin Teulan is the Head of Marketing, Sales and Communication at Supply Nation.  He has a diverse background in improving the performance of non-profit organisations. He grew Church Resources into the largest non-profit joint procurement group in Australia with 17,000 members and a purchasing spend of more than $220 million.  Martin has also built self-sustaining social enterprises in training and overseas cultural immersions, and has worked with Indigenous communities in Australia and overseas.

Lisa Williams is the Chief Procurement officer at Public Transport Victoria (PTV). During the last two years, Lisa has created and grown the PTV procurement team and implemented a reform designed the strategically lift the profile of procurement and ensure proactive involvement across the  large transport, focused spend portfolio.

A highly experienced strategic procurement leader, Lisa Williams has 20 years, solid procurement experience gained across both the private and public sectors. Lisa started her procurement career as a graduate in the UK rail industry, before then moving to IBM where she headed up the UK Banking and Financial services procurement team. At IBM she then moved into their consulting practice where she led a number of  large procurement engagements with international financial institutions. She  also managed  a number of e-procurement and process re-engineering projects with a variety of UK public sector clients.

Since moving to Australia ten years ago, Lisa has held senior procurement roles at ANZ and AGL. She has also led a number of procurement related engagements across both State and Local Government. 

Lisa holds an MBA in Strategic Procurement Management, a Graduate Diploma from the Chartered Institute of Purchasing and Supply, a Masters Degree in Management Studies and a Business Studies Degree.
